What to do today
If you have a shutoff notice, the date on it is the one that matters. These steps work best in this order.
- Call your utility before the date on your notice
Ask for a payment plan or a deferred payment arrangement. Most states require your utility to offer one, and asking before the date is what keeps your service on. The number is on your bill.
- Apply for energy assistance
LIHEAP helps with utility bills and does not have to be paid back. Call the national referral line on 1-866-674-6327 weekdays 9am to 7pm Eastern, or visit energyhelp.us.
- Dial 211 for local help
211 is free and connects you to local funds for utilities, rent and food. Some local agencies can pay a utility directly to stop a shutoff.
- Ask about medical certification
Louisiana recognises medical protections. If anyone in your home has a serious illness or relies on powered medical equipment, a note from a doctor can delay a shutoff. Ask your utility for the form today, because it usually has to be back within days.
- Contact the regulator if your utility will not work with you
lpsc.louisiana.gov handles complaints against regulated utilities in Louisiana. Filing one can pause a disconnection while it is looked at.

Per its own LPSC-filed Terms and Conditions (Page 4.3), the ELL Service Area combines the Legacy Entergy Louisiana area (Assumption, Avoyelles, Bienville, Bossier, Caldwell, Catahoula, Claiborne, Concordia, East Carroll, Franklin, Grant, Iberville, Jackson, Jefferson, La Salle, Lafourche, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Ouachita, Plaquemines, Red River, Richland, Sabine, St. John the Baptist, St. Bernard, St. Charles, St. Helena, St. James, St. Martin, St. Tammany, Tangipahoa, Tensas, Terrebonne, Union, Vernon, West Carroll, Washington, Webster, Winn) and the Legacy Entergy Gulf States Louisiana area (Acadia, Allen, Beauregard, Calcasieu, Cameron, East Baton Rouge, East Feliciana, Iberia, Jefferson Davis, Lafayette, Pointe Coupee, St. Landry, Vermilion, West Baton Rouge, West Feliciana), plus portions of Ascension, Iberville, Livingston and St. Martin. Orleans Parish is served by Entergy New Orleans under City Council rather than LPSC regulation.
LIHEAP (federal; per entergy.com/communities/low-income, for households with income at or below 150% of the federal poverty line or 60% of state median income, whichever is higher, covering heating and cooling costs, energy crises and weatherization). Entergy's 'The Power to Care' provides emergency bill-payment assistance for older adults and people with disabilities; it is funded by customer and employee donations matched by Entergy shareholders and is administered by local nonprofit organizations. Entergy's page does not state an age threshold for The Power to Care, so none is recorded here.
Cleco Power LLC

Headquartered in Pineville, LA; regulated by the LPSC.
Cleco Alternative Rate for Electricity (CARE) Rider, LPSC Electric Tariff No. 29, Rate Schedule CARE, Eight Revision (Revision #8), Page 29.1, Effective Date 01/01/2026, supersedes CARE effective 01/01/2025, Authority U-36923: a 25% discount on the fuel portion of the bill as calculated under residential rate schedule RS, for all twelve billing months, for residential customers whose total yearly household income before deductions is 60% of state median income (the criterion used by the federal LIHEAP program). Louisiana's Community Action Program agencies process CARE applications from October of the previous year through May; customers who qualified for LIHEAP during that period automatically qualify for CARE, and other customers must show proof of income. Customers must re-qualify each year. The tariff states the rider 'will be closed as of December 31, 2026, but may be renewed through application and approval by the LPSC on a yearly basis.'
Southwestern Electric Power Company
9 parishes in northwest Louisiana, listed on the cover of SWEPCO's own LPSC Electric Tariff book: Bossier, Caddo, DeSoto, Grant, Natchitoches, Red River, Sabine, Vernon and Winn. Regulated by the LPSC; operates as AEP/SWEPCO.
Energy Emergency Deferred Billing Program (EEDBP), LPSC Tariff Pages 56.1-56.7, Original, Authority: Acceptance Letter November 1, 2008. During an LPSC-declared Energy Emergency, pre-enrolled customers are placed on a levelized deferred billing plan that defers the amount of the bill in excess of the previous year's total bill for the same billing month (the excess must be at least $20), for up to twelve months. The tariff's Application section lists five qualifying categories: persons whose income does not exceed 150% of the federal poverty level and who are 65 or older; persons receiving food stamps or Temporary Assistance for Needy Families; persons whose sole income is Social Security payments; governmental entities the Commission determines to be vital; and persons certified by a physician as needing life-sustaining electrically operated equipment or electricity-dependent life-sustaining medical treatment. Customers must pre-enroll at their local Community Action Agency with proof of eligibility and a previous SWEPCO bill, and must re-enroll every 24 months.

Louisiana Division; 357,422 total customers, per the 'Communities Served' parish tables in the company's own LPSC-filed tariff (Third Revised Pages 4-6, effective 3/1/2025). Tammany (39,257), Ouachita (31,702), Lafayette (30,992), St. Charles (11,770) and East Baton Rouge (5,460). Regulated by the LPSC.
Energy Emergency Deferred Billing Plan (Rider EEDBP, Original Volume 2, Pages 40-41, Third Revised Page 41, effective 3/1/2025). During an Energy Emergency declared under LPSC General Order No. R-26038 dated March 7, 2002, a pre-enrolled qualifying customer's normal bills are suspended and replaced by a monthly 'average bill' computed on the most recent 12-month rolling average, with the difference carried in a deferred balance. The rider defines a Qualifying Customer as a residential customer whose income does not exceed 150% of the federal poverty level, or who receives food stamps or TANF, or whose income consists solely of Social Security payments; or a customer otherwise identified as qualifying by the Commission; or a governmental agency providing services whose absence could imperil public health, safety and welfare. The rider sets no age threshold and includes no medical-equipment category, unlike SWEPCO's equivalent program. Enrollment must occur before an Energy Emergency is declared.
Delta North Louisiana Gas Company, LLC
10 parishes in north Louisiana — Bienville, Bossier, Caddo, Claiborne, De Soto, Jackson, Lincoln, Ouachita, Union and Webster — with 131,356 total customers, per the company's own LPSC-filed 'Communities and Parishes Served' table (Original Sheet No. 3, effective 4/1/2025). Formerly CenterPoint Energy Arkla; acquired by Delta Utilities (Bernhard Capital Partners) effective 4/1/2025. Regulated by the LPSC.
Per Delta Utilities' own payment-assistance page: LIHEAP, the federally funded program administered by state, regional and local organizations, covering home energy bills, energy crises, weatherization and minor energy-related home repairs; DU Cares, run by the Delta Utilities Foundation in partnership with United Way, offering short-term help with a natural gas bill; payment arrangements letting qualifying customers take up to four months to pay a balance; and payment extensions on past-due amounts. Separately, the company's filed Standard Terms and Conditions, Paragraph 4(e), require that 'Arrangements satisfactory to the Company for the continuance of service on account of sickness or other causes shall be made by the customer prior to the expiration of the notice period' — that is, illness does not automatically extend the deadline; the customer must act before the 5-day notice runs out.
Delta South Louisiana Gas Company, LLC

Magnolia Water Utility Operating Company, LLC
An LPSC-regulated investor-owned water utility owned by Central States Water Resources, serving many small subdivision systems across Louisiana under a single statewide tariff with parish-by-parish rate tiers (its Tier rate pages name parishes including Calcasieu, St. Tammany and Washington). This tariff governs only Magnolia's own systems; most Louisiana residents are served instead by municipal water systems such as the New Orleans Sewerage & Water Board and the Baton Rouge system, which are not covered by this filing.
Medical & Vulnerable Household Exemptions
Medical certification can postpone disconnection. Louisiana PSC rules require utilities to accommodate households where loss of service would create a health emergency.
Low-Income Protections
Payment plans are required before disconnection. LIHEAP assistance is available through Louisiana DCFS. Victims of family violence are exempt from initial deposit requirements with certification.
